approx 3mm.... what is actual size?

The actual size is 3mm inside diameter and 4mm outside diameter. I think the reason they say "approximately 3mm", is because there will always be a (very) slight difference in the measurements on paper and in reality. Other than that, measurements are very accurate and the product so far has nice quality.
