Can this go over a hoop skirt?

Yes, I put it over a short hoop skirt to give it more lift and it worked great.

If you were to buy a hoop skirt to wear with this product, how many hoops should your hoop skirt have?

This is a 8 hoop skirt with built it layers so you wouldnt need. Problem I had was due to recycled materials used to make it smelled like fish and even hanging to air out wouldnt help, so I returned It.

I am 5’5”, will this be long enough under my wedding dress?

It should be long enough. It's not super wide though, for a light/medium dress it works good.

Im 5'1 wear a size 4 what is the perfect size for the dress ?

My daughter is 5'5 and size 5 it fit her good with plenty of roo, and if this is about the crinoline we never saw a size. It's Velcro and has a drawstring in the back. As for your dress if it's heavy at all I would recommend a hoop skirt as this crinoline is good but for only light weight dresses.
