24" size. How can the 24” metal hoop fit in a package size of 22.5”?

Not sure i can help you. The 24" hoops i ordered shipped in an appropriate sized box. I ordered them in two separate occasions and both times they were boxed.

Is the ring made of steel or brass?

It appears to be steel, a magnet will stick to the hoop.

Can you bend these or are they pretty sturdy? Thanks.

They are very sturdy. Granted, i didn't TRY to bend mine, but it'd be some work and I'm sure they integrity would be compromised if you did.
